whose name was Manoah.
His wife was barren and had borne no children.

yet you will conceive and bear a son.
Now, then, be careful to take no wine or strong drink
and to eat nothing unclean.
As for the son you will conceive and bear,
no razor shall touch his head,
for this boy is to be consecrated to God from the womb.
It is he who will begin the deliverance of Israel
from the power of the Philistines.”
The woman went and told her husband,
“A man of God came to me;
he had the appearance of an angel of God, terrible indeed.
I did not ask him where he came from, nor did he tell me his name.
But he said to me,
‘You will be with child and will bear a son.
So take neither wine nor strong drink, and eat nothing unclean.
For the boy shall be consecrated to God from the womb,
until the day of his death.’”
The woman bore a son and named him Samson.
The boy grew up and the LORD blessed him;
the Spirit of the LORD stirred him.

In the days of Herod, King of Judea,
there was a priest named Zechariah
of the priestly division of Abijah;
his wife was from the daughters of Aaron,
and her name was Elizabeth.
Both were righteous in the eyes of God,
observing all the commandments
and ordinances of the Lord blamelessly.
But they had no child, because Elizabeth was barren
and both were advanced in years.
Once when he was serving as priest
in his division’s turn before God,
according to the practice of the priestly service,
he was chosen by lot
to enter the sanctuary of the Lord to burn incense.
Then, when the whole assembly of the people was praying outside
at the hour of the incense offering,
the angel of the Lord appeared to him,
standing at the right of the altar of incense.
Zechariah was troubled by what he saw, and fear came upon him.
But the angel said to him, “Do not be afraid, Zechariah,
because your prayer has been heard.
Your wife Elizabeth will bear you a son,
and you shall name him John.
And you will have joy and gladness,
and many will rejoice at his birth,
for he will be great in the sight of the Lord.
He will drink neither wine nor strong drink.
He will be filled with the Holy Spirit even from his mother’s womb,
and he will turn many of the children of Israel
to the Lord their God.
He will go before him in the spirit and power of Elijah
to turn the hearts of fathers toward children
and the disobedient to the understanding of the righteous,
to prepare a people fit for the Lord.”
Then Zechariah said to the angel,
“How shall I know this?
For I am an old man, and my wife is advanced in years.”
And the angel said to him in reply,
“I am Gabriel, who stand before God.
I was sent to speak to you and to announce to you this good news.
But now you will be speechless and unable to talk
until the day these things take place,
because you did not believe my words,
which will be fulfilled at their proper time.”
Meanwhile the people were waiting for Zechariah
and were amazed that he stayed so long in the sanctuary.
But when he came out, he was unable to speak to them,
and they realized that he had seen a vision in the sanctuary.
He was gesturing to them but remained mute.
Then, when his days of ministry were completed, he went home.
After this time his wife Elizabeth conceived,
and she went into seclusion for five months, saying,
“So has the Lord done for me at a time when he has seen fit
to take away my disgrace before others.”

When his mother Mary was betrothed to Joseph,

Such was his intention when, behold,
the angel of the Lord appeared to him in a dream and said,

All this took place to fulfill
what the Lord had said through the prophet:

which means “God is with us.”
When Joseph awoke,
he did as the angel of the Lord had commanded him
and took his wife into his home.
He had no relations with her until she bore a son,
and he named him Jesus.

VOA: More Signs of Pickup in US Economic Activity
New U.S. data suggest a continued pickup in economic activity with moderate inflation that will make it easier for America's central bank to leave interest rates at historic lows.

As a rule, economists do not welcome upticks in prices that signal inflationary pressure or a widening of America's trade deficit showing U.S. exports lagging further behind imports. But what would normally be worrying signs are actually viewed in a more positive light at a time when the United States is emerging from a deep and painful recession.
A year ago, economists openly worried about the recession sparking a destructive deflationary cycle in which the purchasing power of the U.S. dollar rises over time. Such a trend would incentivize consumers to postpone purchases, which would further slow economic activity and put downward pressure on prices for goods - causing the cycle to repeat itself.
And so a rise in the U.S. Consumer Price Index does not seem to worry financial analysts, especially since prices were largely in check if volatile energy and food categories are excluded.
Beth Ann Bovino is a senior economist at Standard and Poor's. "Certainly energy was a factor. So the CPI [Consumer Price Index] was up point-four percent in November, and the core price, which is something that most people look at - core price taking out food and energy - was actually relatively tame," she said.
Similarly, a widening U.S. trade deficit is no cause for celebration. But analysts say a jump from $115 billion to $132 billion in the third quarter of the year provides some evidence that American consumers are beginning to spend again. Consumer spending accounts for more than two-thirds of U.S. economic activity, and is seen as a critical element of a sustained economic recovery.
Meanwhile, the Commerce Department reports new home construction rose 8.9 percent in November.
"Seeing builders start to accumulate permits for the future does give some promise that we will begin to see some improvement [in home construction activity] as we move into next year," said National Association of Home Builders economist David Crowe. "Consumers have to get a little more confident, and builders have to be able to borrow money to build the houses. And those two critical elements are very fragile right now."
Making it easier for small businesses to access credit has been a prime focus of the U.S. government this week, including Monday's meeting between President Barack Obama and top American bank executives.

For a native Westerner, the slights from the other end of the country start early, and build through a lifetime: national broadcasters on election night who cannot pronounce Oregon (it’s like gun) or Nevada (it’s not Nev-odda), or a toll-free clerk who thinks New Mexico is part of old Mexico.
“You’ll have to go through your own embassy,” a resident of Santa Fe was told when trying to order Olympic tickets for games on American soil.
Geographic illiteracy from the Eastern Time Zone is a given, especially among the well-educated. A New York book publisher, and Harvard grad at that, once asked me if I ever take the ferry up to Alaska for the afternoon. No, I replied: do you ever go to Greenland on a day trip?
Norman Maclean, the great Montana writer, had a worse experience. He complained that an editor turned down his masterpiece, “A River Runs Through It,” because it had too many trees in it.
A media titan, The Washington Post, recently announced they were calling home their remaining national correspondents, explaining that the paper was perfectly capable of covering the rest of the country from inside the Beltway. By that reasoning, the Fairbanks Daily News-Miner can discern what’s happening in the capital from their home base near the Arctic Circle.
Sports is a grievance category all its own. If you Google “East Coast Bias,” up comes a long litany of stories about how the West never gets any respect from those great deciders in the East.
Every now and then those of us who reside on the sunset side of the 100th meridian get a chance to rub one in the other way.
So, naturally, Toby Gerhart of Stanford didn’t receive this year’s Heisman Trophy, awarded annually to the nation’s best college football player, despite leading elite colleges in rushing yards, rushing touchdowns, total touchdowns and points scored. Many of the voters were asleep, or Saturday-night-blotto, when Gerhart was dazzling the football world this fall. The voting map was a geography of bias.
These are all minor annoyances, mind you, in a world with daily reminders that an embittered, small-hearted senator from Connecticut can hold up health care for millions, or some people would rather read a “book” by Hulk Hogan than a short story by Sherman Alexie.
But every now and then those of us who reside on the sunset side of the 100th meridian get a chance to rub one in the other way.
Consider the fuss over Costco landing on the island of Manhattan last month. Costco is the nation’s third largest retailer, with more than 400 warehouse stores in the United States alone. Liberals love Costco because they pay their workers about 40 percent more than their big box rivals.
Conservatives love them because they sell Sarah Palin’s book by the pallet, next to the camo wear.
Costco is a brilliant retail concept, but it’s not news. It’s been around for, oh . . . a quarter-century or so. Some of the gushing posts on New York-based Web sites after Costco opened on East 117th Street have all the breathless urgency of a tourist who has discovered bagels in Boulder.
“It’s amazing how many things you can get for a fairly decent price!” One shopper wrote on Yelp New York, the online review site. Um, that’s the idea. And other observers have seemed befuddled in the big box, overwhelmed by the lure of tube sox and toilet paper to last a lifetime.
Most Westerners may not know schmear from schmaltz, but they can tell a sophisticated urban shopper to stick with the to-die-for olive oil, cold-pressed just a few weeks ago in Tuscany, and the $1.50 quarter-pound hot dog when under the high fluorescent sky of a Costco warehouse.
Speaking of my newspaper — please, it’s the holidays, a time for indulgence in all things — they recently discovered a newsworthy item from the Mountain West: Jews in Montana. Imagine!
One more bit of news on this front: the nation’s first elected Jewish governor was a Western man. And a Democrat. In Idaho. Moses Alexander governed the land of famous potatoes from 1915 to 1919.
As a longtime Western representative of The New York Times, which is well read in these provinces, I feel the rub of faux-rube pandering both ways. Here, people are amazed I can find Twitty, Texas, on a map, and — more surprising, can vouch for the peach cobbler. There, the wonder is that I know which side of the plate to keep the salad fork. Sort of.

Boeing's New 787 Makes 1st Test Flight

The new Boeing 787 takes off for its 1st test flight. The plane is supposed to be more fuel-efficient, quieter and put out less pollution than earlier aircraft.

The new Boeing 787 took off for its first test flight Tuesday.
The long passenger plane with slender wings was painted blue and white. Its engines made a low-pitched whine as it took off and rose quickly into cloudy skies.
The plane is supposed to be more fuel-efficient, quieter and put out less pollution than earlier aircraft.
The world's second-largest commercial aircraft company used a revolutionary design using less metal and more composite materials to make the 787 lighter than other planes.
Some supply and labor problems have put the 787 more than two years behind schedule, prompting customers to cancel dozens of orders for the plane. But Boeing still has 840 orders on its books.

DW: Europe's small winemakers unite to save their industry

More than 700 small wine producers met in Italy to exchange ideas
Europe's small-scale wine producers, usually in competition with one another, have come together to fight what they see as the two biggest threats to their industry: the EU and multinational corporations.
In France they're called vignerons, in Italy, vignaioli: small-scale wine producers who do everything from growing and harvesting the grapes to transforming them into wine in their cellars, then bottling and selling it.
But, throughout Europe, the future of these artisan winemakers is under threat for a variety of reasons.
In an attempt to address their problems and come up with some common solutions, the Slow Food organization invited winemakers from across the continent to participate in a three-day meeting of Vignerons d'Europe.
Over 700 artisan wine producers and enologists from 16 European countries met in the Tuscan spa town of Montecatini Terme last weekend to compare ideas and experiences.

"I wanted to meet other vignerons and speak about our problems all together," said Stefania Pepe, who makes organic, unfiltered Montepulciano d'Abruzzo in central Italy. "The problems I have in my vineyard in Abruzzo may be similar to the problems they have in France or Portugal or Slovenia."
While winemakers have traditionally viewed each other as competition, Vignerons d'Europe aims to unite them and create a network.
"For me it's really important to feel I'm not just an Italian winegrower but part of a group of European growers," said Elena Pantaleoni, owner of La Stoppa vineyard.
The situation for European vignerons is critical, not least because over the past year there's been a huge drop in the price of grapes and demand for good quality wines worldwide.
"We're drinking a lot more large-volume, manufactured wine than we used to," said international wine journalist Paul White. "The niche markets for these small artisanal producers have dried up, primarily because of the global economic crisis. Everyone's drinking down."

Vignerons work hard at protecting their vines, hand-selecting their grapes and keeping their wines as unadulterated and additive-free as possible. They say they cannot compete with lower quality, industrially produced wines which are cheaper.
They are therefore angry that current EU legislation makes no distinction between the two.
The issue of sulfites is a prime example. All wine that contains them must be clearly marked "contains sulfites". Since small amounts occur naturally in their grapes, European vignerons are obliged to use the same labels as industrial producers who add large quantities of them.
Vignerons would therefore like a separate label like winemakers have in the USA: to indicate that their wines contain only naturally occurring sulfites. They say that regulations like this one, aimed at their industrial counterparts, actually make their lives even more difficult.

"The European Community is not working for the small, agricultural workers but rather for big, multinational industries," said Chianti producer Rolando Bettarini, adding that the EU should support them by protecting and promoting their traditional, sustainable winemaking methods.
"We should be given extra help and consideration because vignerons don't only produce wine, we protect nature by taking care of the environment and preserving the landscape. "
The Vignerons are hoping to make their voice heard through a European Manifesto of Sustainable Winegrowing and Winemaking, which they drew up during the meeting.
"It's very important because we are all in the same situation in Spain, Italy, France, Switzerland and Germany. We are up against a very big machine," said Claude Serra, who makes wine in the Languedoc region of France.
"But if we vignerons are all together, we can make the law change," she added.
Educating consumers
The vignerons hope their manifesto will not only convince lawmakers but also help European wine consumers that the wine produced by a vigneron is a different product than their mass-produced cousins.

"They have to know that this is a safe wine, made by someone who loves the land and takes care of the process from vineyard to bottle," said Stefania Pepe. "They have to recognize the difference between our wines - which have rich, subtle flavors and won't give you a headache - and industrially produced wines."
By creating a strong and visible identity through their network, the Vignerons d'Europe are hopeful they can create greater public awareness and appreciation for their product.
"It's a question of quality," says German enologist, Uwe Hoffman of the International Consultancy of Organic Viticulture. "The consumer has to see that if he wants to live in a good, healthy environment in the future, he has to pay for it."

Following is the transcript of President Obama's speech at the Nobel Peace Prize ceremony in Oslo on Wednesday, as released by the White House:
Your Majesties, Your Royal Highnesses, distinguished members of the Norwegian Nobel Committee, citizens of America, and citizens of the world:
I receive this honor with deep gratitude and great humility. It is an award that speaks to our highest aspirations -- that for all the cruelty and hardship of our world, we are not mere prisoners of fate. Our actions matter, and can bend history in the direction of justice.
And yet I would be remiss if I did not acknowledge the considerable controversy that your generous decision has generated. (Laughter.) In part, this is because I am at the beginning, and not the end, of my labors on the world stage. Compared to some of the giants of history who've received this prize -- Schweitzer and King; Marshall and Mandela -- my accomplishments are slight. And then there are the men and women around the world who have been jailed and beaten in the pursuit of justice; those who toil in humanitarian organizations to relieve suffering; the unrecognized millions whose quiet acts of courage and compassion inspire even the most hardened cynics. I cannot argue with those who find these men and women -- some known, some obscure to all but those they help -- to be far more deserving of this honor than I.
But perhaps the most profound issue surrounding my receipt of this prize is the fact that I am the Commander-in-Chief of the military of a nation in the midst of two wars. One of these wars is winding down. The other is a conflict that America did not seek; one in which we are joined by 42 other countries -- including Norway -- in an effort to defend ourselves and all nations from further attacks.
Still, we are at war, and I'm responsible for the deployment of thousands of young Americans to battle in a distant land. Some will kill, and some will be killed. And so I come here with an acute sense of the costs of armed conflict -- filled with difficult questions about the relationship between war and peace, and our effort to replace one with the other.
Now these questions are not new. War, in one form or another, appeared with the first man. At the dawn of history, its morality was not questioned; it was simply a fact, like drought or disease -- the manner in which tribes and then civilizations sought power and settled their differences.
And over time, as codes of law sought to control violence within groups, so did philosophers and clerics and statesmen seek to regulate the destructive power of war. The concept of a "just war" emerged, suggesting that war is justified only when certain conditions were met: if it is waged as a last resort or in self-defense; if the force used is proportional; and if, whenever possible, civilians are spared from violence.
Of course, we know that for most of history, this concept of "just war" was rarely observed. The capacity of human beings to think up new ways to kill one another proved inexhaustible, as did our capacity to exempt from mercy those who look different or pray to a different God. Wars between armies gave way to wars between nations -- total wars in which the distinction between combatant and civilian became blurred. In the span of 30 years, such carnage would twice engulf this continent. And while it's hard to conceive of a cause more just than the defeat of the Third Reich and the Axis powers, World War II was a conflict in which the total number of civilians who died exceeded the number of soldiers who perished.
In the wake of such destruction, and with the advent of the nuclear age, it became clear to victor and vanquished alike that the world needed institutions to prevent another world war. And so, a quarter century after the United States Senate rejected the League of Nations -- an idea for which Woodrow Wilson received this prize -- America led the world in constructing an architecture to keep the peace: a Marshall Plan and a United Nations, mechanisms to govern the waging of war, treaties to protect human rights, prevent genocide, restrict the most dangerous weapons.
In many ways, these efforts succeeded. Yes, terrible wars have been fought, and atrocities committed. But there has been no Third World War. The Cold War ended with jubilant crowds dismantling a wall. Commerce has stitched much of the world together. Billions have been lifted from poverty. The ideals of liberty and self-determination, equality and the rule of law have haltingly advanced. We are the heirs of the fortitude and foresight of generations past, and it is a legacy for which my own country is rightfully proud.
And yet, a decade into a new century, this old architecture is buckling under the weight of new threats. The world may no longer shudder at the prospect of war between two nuclear superpowers, but proliferation may increase the risk of catastrophe. Terrorism has long been a tactic, but modern technology allows a few small men with outsized rage to murder innocents on a horrific scale.
Moreover, wars between nations have increasingly given way to wars within nations. The resurgence of ethnic or sectarian conflicts; the growth of secessionist movements, insurgencies, and failed states -- all these things have increasingly trapped civilians in unending chaos. In today's wars, many more civilians are killed than soldiers; the seeds of future conflict are sown, economies are wrecked, civil societies torn asunder, refugees amassed, children scarred.
I do not bring with me today a definitive solution to the problems of war. What I do know is that meeting these challenges will require the same vision, hard work, and persistence of those men and women who acted so boldly decades ago. And it will require us to think in new ways about the notions of just war and the imperatives of a just peace.
We must begin by acknowledging the hard truth: We will not eradicate violent conflict in our lifetimes. There will be times when nations -- acting individually or in concert -- will find the use of force not only necessary but morally justified.
I make this statement mindful of what Martin Luther King Jr. said in this same ceremony years ago: "Violence never brings permanent peace. It solves no social problem: it merely creates new and more complicated ones." As someone who stands here as a direct consequence of Dr. King's life work, I am living testimony to the moral force of non-violence. I know there's nothing weak -- nothing passive -- nothing naïve -- in the creed and lives of Gandhi and King.
But as a head of state sworn to protect and defend my nation, I cannot be guided by their examples alone. I face the world as it is, and cannot stand idle in the face of threats to the American people. For make no mistake: Evil does exist in the world. A non-violent movement could not have halted Hitler's armies. Negotiations cannot convince al Qaeda's leaders to lay down their arms. To say that force may sometimes be necessary is not a call to cynicism -- it is a recognition of history; the imperfections of man and the limits of reason.
I raise this point, I begin with this point because in many countries there is a deep ambivalence about military action today, no matter what the cause. And at times, this is joined by a reflexive suspicion of America, the world's sole military superpower.
But the world must remember that it was not simply international institutions -- not just treaties and declarations -- that brought stability to a post-World War II world. Whatever mistakes we have made, the plain fact is this: The United States of America has helped underwrite global security for more than six decades with the blood of our citizens and the strength of our arms. The service and sacrifice of our men and women in uniform has promoted peace and prosperity from Germany to Korea, and enabled democracy to take hold in places like the Balkans. We have borne this burden not because we seek to impose our will. We have done so out of enlightened self-interest -- because we seek a better future for our children and grandchildren, and we believe that their lives will be better if others' children and grandchildren can live in freedom and prosperity.
So yes, the instruments of war do have a role to play in preserving the peace. And yet this truth must coexist with another -- that no matter how justified, war promises human tragedy. The soldier's courage and sacrifice is full of glory, expressing devotion to country, to cause, to comrades in arms. But war itself is never glorious, and we must never trumpet it as such.
So part of our challenge is reconciling these two seemingly inreconcilable truths -- that war is sometimes necessary, and war at some level is an expression of human folly. Concretely, we must direct our effort to the task that President Kennedy called for long ago. "Let us focus," he said, "on a more practical, more attainable peace, based not on a sudden revolution in human nature but on a gradual evolution in human institutions." A gradual evolution of human institutions.
What might this evolution look like? What might these practical steps be?
To begin with, I believe that all nations -- strong and weak alike -- must adhere to standards that govern the use of force. I -- like any head of state -- reserve the right to act unilaterally if necessary to defend my nation. Nevertheless, I am convinced that adhering to standards, international standards, strengthens those who do, and isolates and weakens those who don't.
The world rallied around America after the 9/11 attacks, and continues to support our efforts in Afghanistan, because of the horror of those senseless attacks and the recognized principle of self-defense. Likewise, the world recognized the need to confront Saddam Hussein when he invaded Kuwait -- a consensus that sent a clear message to all about the cost of aggression.
Furthermore, America -- in fact, no nation -- can insist that others follow the rules of the road if we refuse to follow them ourselves. For when we don't, our actions appear arbitrary and undercut the legitimacy of future interventions, no matter how justified.
And this becomes particularly important when the purpose of military action extends beyond self-defense or the defense of one nation against an aggressor. More and more, we all confront difficult questions about how to prevent the slaughter of civilians by their own government, or to stop a civil war whose violence and suffering can engulf an entire region.
I believe that force can be justified on humanitarian grounds, as it was in the Balkans, or in other places that have been scarred by war. Inaction tears at our conscience and can lead to more costly intervention later. That's why all responsible nations must embrace the role that militaries with a clear mandate can play to keep the peace.
America's commitment to global security will never waver. But in a world in which threats are more diffuse, and missions more complex, America cannot act alone. America alone cannot secure the peace. This is true in Afghanistan. This is true in failed states like Somalia, where terrorism and piracy is joined by famine and human suffering. And sadly, it will continue to be true in unstable regions for years to come.
The leaders and soldiers of NATO countries, and other friends and allies, demonstrate this truth through the capacity and courage they've shown in Afghanistan. But in many countries, there is a disconnect between the efforts of those who serve and the ambivalence of the broader public. I understand why war is not popular, but I also know this: The belief that peace is desirable is rarely enough to achieve it. Peace requires responsibility. Peace entails sacrifice. That's why NATO continues to be indispensable. That's why we must strengthen U.N. and regional peacekeeping, and not leave the task to a few countries. That's why we honor those who return home from peacekeeping and training abroad to Oslo and Rome; to Ottawa and Sydney; to Dhaka and Kigali -- we honor them not as makers of war, but of wagers -- but as wagers of peace.
Let me make one final point about the use of force. Even as we make difficult decisions about going to war, we must also think clearly about how we fight it. The Nobel Committee recognized this truth in awarding its first prize for peace to Henry Dunant -- the founder of the Red Cross, and a driving force behind the Geneva Conventions.
Where force is necessary, we have a moral and strategic interest in binding ourselves to certain rules of conduct. And even as we confront a vicious adversary that abides by no rules, I believe the United States of America must remain a standard bearer in the conduct of war. That is what makes us different from those whom we fight. That is a source of our strength. That is why I prohibited torture. That is why I ordered the prison at Guantanamo Bay closed. And that is why I have reaffirmed America's commitment to abide by the Geneva Conventions. We lose ourselves when we compromise the very ideals that we fight to defend. (Applause.) And we honor -- we honor those ideals by upholding them not when it's easy, but when it is hard.
I have spoken at some length to the question that must weigh on our minds and our hearts as we choose to wage war. But let me now turn to our effort to avoid such tragic choices, and speak of three ways that we can build a just and lasting peace.
First, in dealing with those nations that break rules and laws, I believe that we must develop alternatives to violence that are tough enough to actually change behavior -- for if we want a lasting peace, then the words of the international community must mean something. Those regimes that break the rules must be held accountable. Sanctions must exact a real price. Intransigence must be met with increased pressure -- and such pressure exists only when the world stands together as one.
One urgent example is the effort to prevent the spread of nuclear weapons, and to seek a world without them. In the middle of the last century, nations agreed to be bound by a treaty whose bargain is clear: All will have access to peaceful nuclear power; those without nuclear weapons will forsake them; and those with nuclear weapons will work towards disarmament. I am committed to upholding this treaty. It is a centerpiece of my foreign policy. And I'm working with President Medvedev to reduce America and Russia's nuclear stockpiles.
But it is also incumbent upon all of us to insist that nations like Iran and North Korea do not game the system. Those who claim to respect international law cannot avert their eyes when those laws are flouted. Those who care for their own security cannot ignore the danger of an arms race in the Middle East or East Asia. Those who seek peace cannot stand idly by as nations arm themselves for nuclear war.
The same principle applies to those who violate international laws by brutalizing their own people. When there is genocide in Darfur, systematic rape in Congo, repression in Burma -- there must be consequences. Yes, there will be engagement; yes, there will be diplomacy -- but there must be consequences when those things fail. And the closer we stand together, the less likely we will be faced with the choice between armed intervention and complicity in oppression.
This brings me to a second point -- the nature of the peace that we seek. For peace is not merely the absence of visible conflict. Only a just peace based on the inherent rights and dignity of every individual can truly be lasting.
It was this insight that drove drafters of the Universal Declaration of Human Rights after the Second World War. In the wake of devastation, they recognized that if human rights are not protected, peace is a hollow promise.
And yet too often, these words are ignored. For some countries, the failure to uphold human rights is excused by the false suggestion that these are somehow Western principles, foreign to local cultures or stages of a nation's development. And within America, there has long been a tension between those who describe themselves as realists or idealists -- a tension that suggests a stark choice between the narrow pursuit of interests or an endless campaign to impose our values around the world.
I reject these choices. I believe that peace is unstable where citizens are denied the right to speak freely or worship as they please; choose their own leaders or assemble without fear. Pent-up grievances fester, and the suppression of tribal and religious identity can lead to violence. We also know that the opposite is true. Only when Europe became free did it finally find peace. America has never fought a war against a democracy, and our closest friends are governments that protect the rights of their citizens. No matter how callously defined, neither America's interests -- nor the world's -- are served by the denial of human aspirations.
So even as we respect the unique culture and traditions of different countries, America will always be a voice for those aspirations that are universal. We will bear witness to the quiet dignity of reformers like Aung Sang Suu Kyi; to the bravery of Zimbabweans who cast their ballots in the face of beatings; to the hundreds of thousands who have marched silently through the streets of Iran. It is telling that the leaders of these governments fear the aspirations of their own people more than the power of any other nation. And it is the responsibility of all free people and free nations to make clear that these movements -- these movements of hope and history -- they have us on their side.
Let me also say this: The promotion of human rights cannot be about exhortation alone. At times, it must be coupled with painstaking diplomacy. I know that engagement with repressive regimes lacks the satisfying purity of indignation. But I also know that sanctions without outreach -- condemnation without discussion -- can carry forward only a crippling status quo. No repressive regime can move down a new path unless it has the choice of an open door.
In light of the Cultural Revolution's horrors, Nixon's meeting with Mao appeared inexcusable -- and yet it surely helped set China on a path where millions of its citizens have been lifted from poverty and connected to open societies. Pope John Paul's engagement with Poland created space not just for the Catholic Church, but for labor leaders like Lech Walesa. Ronald Reagan's efforts on arms control and embrace of perestroika not only improved relations with the Soviet Union, but empowered dissidents throughout Eastern Europe. There's no simple formula here. But we must try as best we can to balance isolation and engagement, pressure and incentives, so that human rights and dignity are advanced over time.
Third, a just peace includes not only civil and political rights -- it must encompass economic security and opportunity. For true peace is not just freedom from fear, but freedom from want.
It is undoubtedly true that development rarely takes root without security; it is also true that security does not exist where human beings do not have access to enough food, or clean water, or the medicine and shelter they need to survive. It does not exist where children can't aspire to a decent education or a job that supports a family. The absence of hope can rot a society from within.
And that's why helping farmers feed their own people -- or nations educate their children and care for the sick -- is not mere charity. It's also why the world must come together to confront climate change. There is little scientific dispute that if we do nothing, we will face more drought, more famine, more mass displacement -- all of which will fuel more conflict for decades. For this reason, it is not merely scientists and environmental activists who call for swift and forceful action -- it's military leaders in my own country and others who understand our common security hangs in the balance.
Agreements among nations. Strong institutions. Support for human rights. Investments in development. All these are vital ingredients in bringing about the evolution that President Kennedy spoke about. And yet, I do not believe that we will have the will, the determination, the staying power, to complete this work without something more -- and that's the continued expansion of our moral imagination; an insistence that there's something irreducible that we all share.
As the world grows smaller, you might think it would be easier for human beings to recognize how similar we are; to understand that we're all basically seeking the same things; that we all hope for the chance to live out our lives with some measure of happiness and fulfillment for ourselves and our families.
And yet somehow, given the dizzying pace of globalization, the cultural leveling of modernity, it perhaps comes as no surprise that people fear the loss of what they cherish in their particular identities -- their race, their tribe, and perhaps most powerfully their religion. In some places, this fear has led to conflict. At times, it even feels like we're moving backwards. We see it in the Middle East, as the conflict between Arabs and Jews seems to harden. We see it in nations that are torn asunder by tribal lines.
And most dangerously, we see it in the way that religion is used to justify the murder of innocents by those who have distorted and defiled the great religion of Islam, and who attacked my country from Afghanistan. These extremists are not the first to kill in the name of God; the cruelties of the Crusades are amply recorded. But they remind us that no Holy War can ever be a just war. For if you truly believe that you are carrying out divine will, then there is no need for restraint -- no need to spare the pregnant mother, or the medic, or the Red Cross worker, or even a person of one's own faith. Such a warped view of religion is not just incompatible with the concept of peace, but I believe it's incompatible with the very purpose of faith -- for the one rule that lies at the heart of every major religion is that we do unto others as we would have them do unto us.
Adhering to this law of love has always been the core struggle of human nature. For we are fallible. We make mistakes, and fall victim to the temptations of pride, and power, and sometimes evil. Even those of us with the best of intentions will at times fail to right the wrongs before us.
But we do not have to think that human nature is perfect for us to still believe that the human condition can be perfected. We do not have to live in an idealized world to still reach for those ideals that will make it a better place. The non-violence practiced by men like Gandhi and King may not have been practical or possible in every circumstance, but the love that they preached -- their fundamental faith in human progress -- that must always be the North Star that guides us on our journey.
For if we lose that faith -- if we dismiss it as silly or naïve; if we divorce it from the decisions that we make on issues of war and peace -- then we lose what's best about humanity. We lose our sense of possibility. We lose our moral compass.
Like generations have before us, we must reject that future. As Dr. King said at this occasion so many years ago, "I refuse to accept despair as the final response to the ambiguities of history. I refuse to accept the idea that the 'isness' of man's present condition makes him morally incapable of reaching up for the eternal 'oughtness' that forever confronts him."
Let us reach for the world that ought to be -- that spark of the divine that still stirs within each of our souls. (Applause.)
Somewhere today, in the here and now, in the world as it is, a soldier sees he's outgunned, but stands firm to keep the peace. Somewhere today, in this world, a young protestor awaits the brutality of her government, but has the courage to march on. Somewhere today, a mother facing punishing poverty still takes the time to teach her child, scrapes together what few coins she has to send that child to school -- because she believes that a cruel world still has a place for that child's dreams.
Let us live by their example. We can acknowledge that oppression will always be with us, and still strive for justice. We can admit the intractability of deprivation, and still strive for dignity. Clear-eyed, we can understand that there will be war, and still strive for peace. We can do that -- for that is the story of human progress; that's the hope of all the world; and at this moment of challenge, that must be our work here on Earth.

Accepting Peace Prize, Obama Evokes ‘Just War’

OSLO — President Obama, accepting the Nobel Peace Prize here on Thursday, acknowledged the age-old tensions between war and peace but argued that his recent decision to escalate the conflict in Afghanistan was justified to protect the world from terrorism and extremism.
“We must begin by acknowledging the hard truth,” Mr. Obama said. “We will not eradicate violent conflict in our lifetimes. There will be times when nations — acting individually or in concert — will find the use of force not only necessary but morally justified.”
In a ceremony at Oslo City Hall, Mr. Obama was formally welcomed into the ranks of Nobel laureates who have won the prize, which was established 108 years ago. He said he accepted the award with “deep gratitude and great humility,” conceding it could be seen as premature.
“I would be remiss if I did not acknowledge the considerable controversy that your generous decision has generated. In part, this is because I am at the beginning, and not the end, of my labors on the world stage,” Mr. Obama said. “Compared to some of the giants of history who have received this prize — Schweitzer and King, Marshall and Mandela — my accomplishments are slight.”
He added, “But perhaps the most profound issue surrounding my receipt of this prize is the fact that I am the commander in chief of a nation in the midst of two wars. One of these wars is winding down.”
Trumpets sounded when Mr. Obama walked down the long aisle of the soaring ceremonial room, where an audience of 1,000 people waited. The president walked alongside his wife, Michelle Obama, who took her seat in the front row, while he assumed his position on the stage not far from the king and queen of Norway.
It was a sober 36-minute speech by Mr. Obama. His remarks were only occasionally interrupted by applause, including when he said the United States “must remain a standard bearer in the conduct of war.” He renewed his pledge to close the prison at the American base at Guantánamo Bay, Cuba.
“We lose ourselves when we compromise the very ideals that we fight to defend,” Mr. Obama said. “And we honor those ideals by upholding them not when it is easy, but when it is hard.”
The president conceded that there was “a deep ambivalence about military action today,” which he said was rooted in “a reflexive suspicion of America, the world’s sole military superpower.” But he offered a forceful defense of the United States, saying that the lessons of history should ease those suspicions.
“Whatever mistakes we have made, the plain fact is this,” Mr. Obama said. “The United States of America has helped underwrite global security for more than six decades with the blood of our citizens and the strength of our arms.”
The Nobel chairman, Thorbjorn Jagland, opened the ceremony by explaining how the committee came to its decision two months ago. He said Mr. Obama’s leadership had been a “call to action for all of us.” As he invoked the story of Dr. Martin Luther King Jr., the winner of the prize in 1964, he turned to Mr. Obama, saying, “Dr. King’s dream has come true.”
Mr. Obama pursed his lips and nodded gently as the audience applauded loudly. When he was presented his gold medal, he stood for well over a minute as he was honored by a standing ovation. His speech, which he was still writing and editing during his seven-hour flight here, called for the world to embrace a bolder vision of itself.
“Let us reach for the world that ought to be,” Mr. Obama said, “that spark of the divine that still stirs within each of our souls.”
In his remarks, the president did not dwell on his announcement last week that he would send 30,000 American troops to Afghanistan. But that decision, which is expected to stir an evening protest here Thursday, set the context for his address in which he sought to put today’s threats in the context of history.
“A decade into a new century, this old architecture is buckling under the weight of new threats,” Mr. Obama said. “The world may no longer shudder at the prospect of war between two nuclear superpowers, but proliferation may increase the risk of catastrophe. Terrorism has long been a tactic, but modern technology allows a few small men with outsize rage to murder innocents on a horrific scale.”
He added: “I do not bring with me today a definitive solution to the problems of war. What I do know is that meeting these challenges will require the same vision, hard work and persistence of those men and women who acted so boldly decades ago. And it will require us to think in new ways about the notions of just war and the imperatives of a just peace.”
The president said that the United States’ commitment to global security “will never waver.”
“But in a world in which threats are more diffuse and missions more complex, America cannot act alone,” Mr. Obama said. “This is true in Afghanistan. This is true in failed states like Somalia, where terrorism and piracy is joined by famine and human suffering. And sadly, it will continue to be true in unstable regions for years to come.”
Outside, a dark haze hung over the city, but people lined the roads to catch a glimpse of Mr. Obama before he made his way to the city hall. Not far away, a crowd chanted and held up a yellow banner, saying, “Obama you won it, now earn it.”
A few minutes after 8 a.m., Mr. Obama stepped off Air Force One into the crisp morning air of Oslo, after flying overnight from Washington. Mrs. Obama, along with a small group of friends and relatives accompanied him on a 26-hour trip to Norway.
He had been on the ground for only a few hours when a Norwegian reporter asked Mr. Obama how he could use the prize to counter criticism that the award was premature.
“I have no doubt that there are others who may be more deserving,” Mr. Obama said. “My task here is to continue on the path that I believe is not only important for America, but important for lasting peace and security in the world.”
The president said his goals of pursuing a world free of nuclear weapons, addressing climate change and stabilizing Afghanistan would ultimately define his success.
“The goal is not to win a popularity contest or to get an award — even one as esteemed as the Nobel Peace Prize,” Mr. Obama said. “The goal is to advance American interests, make ourselves a continuing force for good in the world — something that we have been for decades now.”
He added: “And If I’m successful in those tasks, then hopefully some of the criticism will subside, but that’s not really my concern. And if I’m not successful, then all the praise and the awards in the world won’t disguise that fact.”
Kjell Terje Ringdal, a commentator and communications adviser to Norwegian political leaders, said Mr. Obama’s speech broadened the discourse that the ceremony normally elicits and undercut criticism that he was not a worthy winner.
“I think he did the Nobel Prize a favor,” Mr. Ringdal said. “I think the debate will continue about whether this year’s award was premature and so on, but I also think he stopped the negative feeling that there has been a devaluation of the award.”
Mr. Obama, who is scheduled to stay in Oslo for about 26 hours, has miffed some Norwegians by cutting short his participation in traditional events surrounding the Peace Prize ceremony, including a luncheon and a concert on Friday evening.
It prompted the largest-circulation newspaper in Norway, Verdens Gang, to conduct a survey asking whether people thought it was impolite of Mr. Obama to decline an invitation to a Nobel luncheon with the King. The poll of 1,000 Norwegians found that 44 percent said it was impolite, while 34 percent said they did not mind.
Mr. Obama, sensitive to the criticism, explained the brevity of his visit.
“I only wish that my family could stay longer in this wonderful country,” he told reporters, “but I still have a lot of work to do back in Washington, D.C., before the year is done.”
Mr. Obama is the third sitting American president to receive the award, which was endowed a century ago by Mr. Nobel, a wealthy chemist and inventor of dynamite. After accepting the award, Mr. Obama will watch a torchlight parade in his honor from the Grand Hotel, where a counterprotest by people opposed to the Afghanistan war was also scheduled.
The cover of a Norwegian newspaper, Dagbladet, showed a picture of Mr. Obama with a large headline, saying: “Krigs- Eller Freds-President?”, which is translated in English to, “War or Peace President?”
The president is scheduled to return to Washington on Friday.

Google Tries to Appease News Content Providers
Internet search giant proposes paid subscription model for online news content

What is Internet content worth in the digital age?
Google is making changes to the way it handles news content, in an apparent attempt to appease news providers who claim the Internet search giant is undermining their ability to charge subscribers.
In a blog post called "First Click Free," Google's senior business product manager Josh Cohen wrote:
"Previously, each click from a user would be treated as free. Now we've updated the program so that publishers can limit users to no more than five pages per day without registering or subscribing."
The surprise move comes after reports that News Corporation Chairman Rupert Murdoch is in discussions with Microsoft to deliver paid access to News Corporation content through rival search engine Bing.
John Ridding, the chief executive of Financial Times, an international newspaper based in Britain, welcomed the move. "I think for the industry as a whole, it's very interesting and potentially important because there are a lot of publishers who haven't yet developed paid-for models, who are looking at a cyclical and structural decline in advertising revenues," he said.
At a time when newspaper circulation is declining rapidly around the world, Financial Times Web site (FT) says its subscriptions are up 22 percent, while revenues have jumped 30 percent.
"I think for us, we've already developed a successful paid-for model, which is working very well for us," Ridding said. "And we're seeing very strong growth in subscriptions and subscription revenues."
FT's online readers can currently access up to 10 free stories per month before being prompted to subscribe. But Ridding says the paper is working on a micropayments system which they expect to roll out as early as next year.
Ridding says the bigger question is determining what content is worth in the digital age.

U.S. President Barack Obama is pledging to do whatever he can to put more Americans back to work. The president says November's lower jobless rate is encouraging, but not good enough.
President Obama will speak on Tuesday about his plans for tackling the nation's 10 percent unemployment rate.
In his weekly radio and Internet address, Mr. Obama says the drop from October's 10.2 percent jobless rate is a positive trend, but he is not satisfied.
"But for those who were laid off last month and the millions of Americans who have lost their jobs in this recession, a good trend is not good enough. Trends do not buy the groceries. Trends do not pay the rent or a college tuition."
The president says the U.S. economy is in a very different place from early in 2009, when 700,000 jobs a month were being lost. In November, 11,000 jobs were lost.
Mr. Obama says his $787 billion stimulus plan prevented a possible collapse of the financial system or a potential second Great Depression. But he says history shows that hiring is often slow to follow an economic rebound.
"Even as the economy grows, it takes time for jobs to follow," he added. "But the folks who have been looking for work without any luck for months and, in some cases, years, cannot wait any longer. For them, I am determined to do everything I can to accelerate our progress so we are actually adding jobs again."
An administration official suggests that money originally set aside to buy the troubled assets of financial firms may be used for job creation.
White House officials also say Mr. Obama will go to Capitol Hill on Sunday to meet with Democratic lawmakers on efforts to advance health care reform, a key part of the president's economic plan. Senate Majority Leader Harry Reid is trying to form a compromise among Democrats about whether health reform legislation should include an option for government-run insurance.
Health care reform is also the topic of the Republican Party's weekly address. California U.S. Senate candidate Carly Fiorina, a breast cancer survivor, is criticizing a recent recommendation by the U.S. Preventive Services Task Force, a panel of health care experts. The group said most women under 50 do not need regular mammograms and that women over 50 should only get them every other year.
Fiorina says under Democratic health reform legislation, government panels would have too much influence on patients' health care.
"Do we really want government bureaucrats rather than doctors dictating how we prevent and treat something like breast cancer?" she asked.
President Obama has assured Americans that they can stay with their present health care providers, if they choose.
